Phosphorescence, like what created the light emitted from glow sticks, is a quantum mechanical process. The electrons of a phosphorescent material are excited by light or energy which flips the electrons into a 'forbidden' energy state where the energy is thereby trapped. As this 'forbidden' state is not favored by quantum probability, the absorbed radiation has to wait until the probabilities reach the emission state over time. As these transitions occur very slowly in certain materials, absorbed radiation is re-emitted at a lower intensity for up to several hours after the original excitation.
